you can find deals for that price online on ebay.com. The cameras would range from 0.3 MP to 0.5 MP with broken LCD and the battery missing. The battery door lock would also be broken. The lens might be able to register some fuzzy images (if at all).
BTW, apart from this $23, have you got some more dollars for shipping cost which should be somewhere around $20 from US to phillipines.
