Best Prepaid Cell Phone Plans

What is the best prepaid cell phone plan for someone who hardly ever makes calls?
My mom wants a cell phone for very occasional use and emergencies. I’d say she’ll make 1 call a week or less, and the calls would be short. Obviously, she wouldn’t be texting or anything like that.
I’ve looked at some prepaid plans, but they require purchasing at least a couple hundred minutes that expire in a month or two. She would never use that much. She’d probably use less than 30 minutes a month.
So, is there anything more appropriate for her? For example, maybe a plan with more expensive “minutes”, but that don’t expire? (Or at least don’t expire for a long time.)

We use T-Mobile PrePaid and here’s why. I purchased 1000 minutes for $100 for my wife’s phone. Her phone usage is minimal and each year before the minutes expire I add $10 and ALL the minutes carry over another year. My wife’s balance of minutes is 585 and that’s for 5 years. Now that’s a deal that no carrier can beat. Go for T-Mobile, you can’t go wrong.
